BTC takes a landmark step: 50% reservation for women in local committees

The BTC Secretariat, in a notification issued from Kokrajhar, clarified that all VCDC and TCLCC committees are to be formed and officially notified by 31st October 2025.

The Bodoland Territorial Council (BTC) has announced a 50% reservation for women in all Village Committee Development Councils (VCDC) and Territorial Council Local Committee Councils (TCLCC). The decision was formally notified on 17th October 2025 and marks a major effort to ensure women have a strong voice in local decision-making processes.

The BTC Secretariat, in a notification issued from Kokrajhar, clarified that all VCDC and TCLCC committees are to be formed and officially notified by 31st October 2025. The Executive Council of BTC had approved these new provisions during its meeting held on 14th October 2025. The guidelines, which are a modification of earlier Secretariat guidelines issued in 2021, specify that all committees must now have an equal representation of women members.

Under the new rules, candidates seeking positions in the VCDC committees must have a minimum educational qualification of Class X (matriculate), while for TCLCC committees, candidates are required to have completed Class XII (higher secondary). These educational standards aim to ensure capable leadership in local governance while also encouraging wider participation from women across Bodoland.
