Police in Meghalaya have arrested two men in connection with an improvised explosive device (IED) blast that damaged a water tanker belonging to a construction company near Shymplong village last week. A third suspect, believed to be the mastermind, is still on the run.

According to police, the explosion took place around 12:15 am on December 15 inside the Dhar Construction Company campus near Shymplong. The blast damaged the water tanker but did not cause any injuries or casualties. Forensic teams later confirmed that the explosion was caused by an IED.

The case was registered at Lumshnong Police Station on December 16. Police have identified the arrested men as Richard Suchen, aged 31, and Pynshaitbor Syih, aged 45. Both are residents of Shymplong village. They have been charged under several sections of the Bharatiya Nyaya Sanhita and the Explosive Substances Act.

Superintendent of Police Vikash Kumar said that the investigation had revealed the involvement of a third suspect, Smiki Tongper, who allegedly planned the attack. According to police, Tongper coordinated with the two arrested persons and another suspected member of the banned Hynniewtrep National Liberation Council. The third accomplice has not been identified.

Police said Tongper is also wanted in another case registered at Khliehriat Woman Police Station under the Protection of Children from Sexual Offences (POCSO) Act. Officers said he has been absconding for some time.

During a search of Tongper’s residence, police recovered three rolls of safety fuse, three detonators with six empty caps, gunpowder, 82 metal splinters, a country-made rifle, and two Baofeng wireless handsets. Investigators believe the materials may have been used for preparing or planning further explosions.

The district police have appealed to the public to share information on the suspects and any associates who may have been involved in the incident. Officials said that information provided will be kept confidential, and rewards will be given for credible and actionable leads.
