The Assam Pradesh Congress Committee (APCC) has shared a detailed plan for Assam ahead of the 2026 Assembly elections, with party president Gaurav Gogoi saying the Congress is preparing with a clear roadmap for development, governance and political unity in the state. He spoke about this at a press conference in New Delhi, where he also confirmed that 26 Assembly constituencies will be set aside for alliance partners as part of a joint opposition strategy.

Gogoi said the party wants to build what he called a stronger and more inclusive “Bor Axom”, and explained that the Congress will move forward with a people-focused approach if it comes to power in 2026. He said the party will give importance to development that improves daily life rather than only building big structures or creating showpiece projects.

He also announced the start of the application process for those seeking Congress tickets for the next Assembly elections, saying forms can be downloaded online and later submitted at Rajiv Bhawan in Guwahati with the required fee. While the party plans to contest around 100 seats, it has kept applications open for all constituencies. He said that for the 26 seats reserved for alliance partners, any fee paid by Congress applicants will be refunded, as those constituencies will finally go to other parties in the alliance.

Gogoi then outlined five main resolutions which, he said, form the core of the Congress plan.
The first resolution focuses on health and education, with the aim of bringing Assam among the top five states in the country. He criticised the present government for poor quality services and said a Congress government would improve staffing, work culture and respect for doctors, nurses and teachers.

The second resolution talks about decentralised economic development. Gogoi said development projects should not be limited to urban areas or big contractors. Instead, he said village-level work and local entrepreneurs, including small tea growers, should be supported.

The third resolution is about ending the role of syndicates and mafia networks. Gogoi alleged that such groups are growing under political protection and said the Congress would work to dismantle these systems.

The fourth resolution calls for depoliticising the police, saying law enforcement should work independently without political pressure, which he linked to rising crimes and declining confidence among citizens.

The fifth resolution focuses on youth and sports, with a promise to support young people, address mental stress, and improve professional systems for sportspersons.

Gogoi added that the Congress wants citizens to share views and suggestions and said public participation will help shape the idea of Bor Axom.

He also said discussions with other opposition parties like Raijor Dal, Assam Jatiya Parishad, CPM and CPI are already underway, and joint programmes have started. According to him, opposition unity will play a key role in the upcoming elections.

During the interaction with the media, Gogoi criticised Chief Minister Himanta Biswa Sarma over his remarks and challenged him to present proof for the allegations he often makes. He also reminded the government about pending commitments, including Scheduled Tribe status for several communities.
