A joint meeting of legislators, civil society organisations and representatives of Suspension of Operations (SoO) groups under the banner of LUNGTHU was held in Guwahati on January 13, where participants reviewed the prevailing political and social situation and adopted a series of strong resolutions seeking a final political settlement.
According to the minutes of the meeting, the discussion began with a detailed review of the political demand formally submitted in September 2023. Participants recalled the severe ethnic violence and targeted attacks faced by their community for over a year. The meeting also expressed concern over alleged brutalities and the claimed role of state agencies, while taking note of what it described as an unprecedented demographic and administrative separation that has continued for nearly 32 months.
The meeting unanimously resolved that the Central Government must urgently expedite a negotiated political settlement to meet the demand for a Union Territory with Legislature. It stressed that such a settlement should include clear constitutional safeguards, especially for land ownership and protection of community rights. 
Another key resolution fixed a clear timeline, stating that the negotiated settlement must be finalised and signed before the normal tenure of the present State Legislative Assembly comes to an end. On the question of forming an elected government in Manipur, the meeting laid down strict conditions. It said any new government must give a written and time-bound commitment, within the current Assembly tenure, to support the proposed political settlement.
The meeting further resolved that if such commitments are not forthcoming from both the Centre and the State, the political will of the people would be respected by refraining from participation in the formation of an elected government in Manipur.
