The Assam Government has informed the Assam Legislative Assembly that a proposed state-specific bill for gig and atypical workers will not be pursued at this time. The decision comes after the Government of India recently enforced the Social Security Code, 2020, which already provides recognition and welfare provisions for gig and platform workers.

In an official communication from the Labour Welfare Department, Additional Secretary Ditimoni Pegu stated that the bill titled “The Assured Security and Humanitarian Assurance for Gig and Atypical Workers Bill, 2025” would not be favorable for enactment. The letter, addressed to the Secretary of the Assam Legislative Assembly, explained that the central Social Security Code recognizes gig and platform workers and mandates the formulation of welfare schemes for them. Corresponding state-level rules under the Code have also been prepared and are in the final stage of publication.

The letter stated that with these central provisions already in place, there is no immediate need for a separate Assam-specific legislation for gig workers.
