In complaint filed with the Dhubri Police Station, a girl from Dhubribhas accused former Circle Officer Partha Pratim Barman and his wife Assistant Commissioner Debasena Barman, of sexual exploitation, cheating and criminal intimidation.
According to the complaint, the alleged harassment began in September 2024 when Barman, who was then serving as Circle Officer in Dhubri, reportedly approached her and gained her trust by claiming he was unhappy in his marriage and planning a divorce. He allegedly convinced her that he intended to marry her once divorced, persuading her to believe in a lawful relationship with him.
She has alleged that, relying on these assurances, she engaged in physical relations with Barman. She claims that the acts were obtained under false promises of marriage and that the accused never intended to divorce his wife or marry her. She described the situation as deliberate deception and emotional manipulation. 
The complaint further states that around August 2025, both Partha Pratim Barman and his wife allegedly began threatening and intimidating her. She claims the couple declared they would ruin her reputation and use their influence to prevent her from seeking justice, causing her severe mental stress and fear for her safety.
The FIR lists the accused as Partha Pratim Barman, ACS (DR-2019), former Circle Officer of Dhubri Revenue Circle, and Debasena Barman, ACS (DR-2021), currently Assistant Commissioner at Golakganj CDC. Screenshots of WhatsApp conversations have been submitted as evidence.
The victim has urged the Dhubri Police Station to register a criminal case and investigate the matter promptly.
