An advisory has been issued to all media houses across India asking journalists and news organizations to refer to Kuki-Zo groups under the Suspension of Operations (SoO) agreement as “Kuki Zo Political Groups (KZPGs)” in all forms of media communication.
The notice, issued by Supreme Court advocate Vishwajeet Singh, who serves as a legal advisor to Kuki civil society, states that this terminology should be used immediately in print, television, and digital media.
According to the advisory, these groups, though they have an armed past, are recognized today as political entities participating in formal negotiations with the Government of India.
The advisory explains that the discussions between these groups and the Union government relate to political concerns of the Kuki-Zo people in Manipur. It stresses that these organizations should not be described as underground or insurgent groups, nor should they be portrayed as militant outfits working toward secession or sovereignty. The document also states that the groups are not involved in any activity that threatens India’s unity, sovereignty, or territorial integrity.
The advisory further says that referring to these SoO signatory groups as “militants,” “armed undergrounds,” or using similar terms is factually wrong and legally misleading. It adds that such descriptions go against the political and constitutional framework currently recognized by the Government of India.
