The Assam government has dismissed Assam Civil Service (ACS) officer Sukanya Borah from service. The decision comes after a detailed inquiry into serious allegations of misappropriation of funds under the Members of Parliament Local Area Development Scheme (MPLADS) and possession of assets that are said to be far beyond her known sources of income.

Official sources said the dismissal followed the completion of departmental proceedings, during which as many as 12 charges were framed against the officer. The charges relate to financial misconduct, failure to disclose assets, and violation of service rules.

The case is part of a wider investigation into the alleged misuse of MPLADS funds. Earlier, another ACS officer, Sharmistha Borah, was also dismissed from service on similar charges. The second dismissal has indicated that the government is looking closely at the role of officials involved in the handling of public funds under the scheme.

According to officials familiar with the inquiry, Sukanya Borah is alleged to have accumulated assets worth around Rs 1.23 crore, which investigators say is grossly disproportionate to her known income. Records examined during the probe showed that since 2015, her total salary earnings were approximately Rs 50 lakh. However, the value of assets linked to her name was found to be much higher.

Investigators also pointed out that assets worth nearly Rs 40 lakh were allegedly not disclosed in her mandatory immovable property returns. These declarations are required to be submitted annually by government officers. Officials said that several properties under scrutiny were not mentioned in the asset statements filed for the financial years 2020, 2021 and 2022.

This, they said, raised serious questions about deliberate concealment of wealth and lack of transparency. Failure to declare assets is considered a serious violation of service conduct rules.

The inquiry further revealed that the officer allegedly owned land and property in several locations across Assam, including Guwahati. Some of the properties were described as being located in prime areas of the city. In addition, the probe found that she allegedly owned multiple vehicles, including high-value cars and SUVs.

Among the vehicles identified during the investigation were a Honda City bearing registration number AS01EN 8320, valued at around Rs 16.50 lakh, a Tata Harrier with registration number AS01EM 9920, valued at about Rs 17.58 lakh, and a Honda Brio with registration number AS01BX 6644, valued at approximately Rs 5.32 lakh. Officials said there were also other SUV-class vehicles linked to her, adding to the overall value of assets.
