The district administration of Karbi Anglong has imposed strict prohibitory orders across the district following concerns over possible disturbance to public peace and harmony. The order has been issued in view of the prevailing situation in West Karbi Anglong, where tensions are feared to escalate if timely preventive steps are not taken.

According to an official order issued by the Office of the District Magistrate, Karbi Anglong, prohibitory restrictions have been enforced under Section 163 of the Bharatiya Nagarik Suraksha Sanhita (BNSS). The order was signed and issued on December 22 by District Magistrate Nirolo Phangchoipi, ACS, and has come into force with immediate effect.

The administration stated that inputs received indicated a strong possibility of public disorder, obstruction of lawful duties, and threats to human life and safety. The order also mentioned that certain anti-social elements and groups could attempt to disturb peace by organising unlawful activities, processions, or gatherings that may lead to communal or ethnic tension in the district.

As part of the restrictions, all forms of obstruction, picketing, rallies, processions, or demonstrations in front of government offices and public places have been prohibited. The order also bans the assembly of five or more persons at any public place. Carrying of firearms, explosive materials, or any dangerous substances has been strictly prohibited to avoid any harm to the public.

The use and throwing of firecrackers in public places, roads, bus stands, and railway stations have also been banned, as such acts may lead to panic and breach of peace. In addition, no public meetings, rallies, or dharnas will be allowed without prior permission from the District Magistrate.

The order further prohibits the use of loudspeakers, microphones, or any sound amplification systems without official permission. Inflammatory speeches, communal remarks, anti-state or anti-national slogans, banners, posters, and wall writings have also been strictly barred during the period of restriction.

One of the key measures introduced under the order is a restriction on movement during night hours. The movement of individuals, groups, and private vehicles across the district has been restricted from 5:00 pm to 6:00 am every day. The administration said this step was necessary to maintain law and order during sensitive hours.

However, the order provides certain exemptions. Police personnel, paramilitary forces, and military officials on duty have been exempted from the restrictions related to carrying arms and night movement. People engaged in essential services, emergency duties, supply of essential commodities, and those facing medical emergencies will also be allowed to move as required.

The administration clarified that academic examinations in universities, colleges, and schools will continue as scheduled. Judicial courts and government, semi-government, public sector units, and private offices will also function normally and will not be affected by the restrictions.

The District Magistrate stated that the order has been passed ex-parte due to the urgency of the situation and will remain in force until further notice. Authorities have warned that any violation of the prohibitory order will invite legal action and prosecution under relevant provisions of the law.
