Members of several Rabha organisations on Thursday staged a protest demanding that the Rabha Hasong Autonomous Council (RHAC) be included under the Sixth Schedule of the Constitution. The protest took place near the Boko–Chaygaon Co-District Commissioner Office and drew participation from the All Rabha Students’ Union (ARSU), All Rabha Women Council (ARWC), and the Sixth Schedule Demand Committee (SSDC).

After the rally, the organisations submitted a memorandum to Chief Minister Dr Himanta Biswa Sarma through the Additional Co-District Commissioner of Boko–Chaygaon. The memorandum urged the State government to take immediate action and hold the tripartite meeting involving the Centre, the State, and RHAC leadership within November 2025. The organisations pointed out that this meeting had already been promised by the Chief Minister and the Ministry of Home Affairs.

Leaders of the participating organisations, including ARSU President Motilal Rabha, ARWC President Lalita Rabha, and SSDC President Dashanam Rabha, reminded that the Tribal Affairs (Plain) Department had recommended constitutional status for RHAC in February 2024. They expressed concern that despite repeated assurances, the government had not yet acted on the recommendation.

The memorandum also said that the Chief Minister had promised to hold the tripartite meeting by May 2025, but the meeting was postponed several times. In a follow-up meeting in September at Loksewa Bhawan, Dispur, the Chief Minister again assured the organisations that the talks would be held in November. With no clear progress so far, the Rabha organisations said they were forced to stage the protest.

Speaking to the media, ARSU President Motilal Rabha said the demand for Sixth Schedule status has been ongoing since 2003. He warned that if the tripartite meeting is not held this month, the organisations are ready to launch a more intense agitation. A two-month-long protest programme has already been prepared, he said. Since October 22, awareness meetings have been held in villages across the RHAC area.

Motilal Rabha said that bringing RHAC under the Sixth Schedule is essential to protect the land, identity, and security of the Rabha and other indigenous communities. He also expressed concern over unchecked migration through what he called a “foreign corridor,” saying it poses a serious threat to the community’s survival.
