The district administration in Kokrajhar has imposed Section 163 of the Bharatiya Nagarik Suraksha Sanhita (BNSS), 2023, with immediate effect following growing tension after an alleged heinous crime against a mentally challenged Hindu woman.
The situation in the district became tense after allegations surfaced that a man identified as Rafikul Islam committed a serious offence against the woman. As news of the incident spread, public anger grew, leading to protests and unrest in several parts of Kokrajhar. In view of the developing situation, the administration decided to take preventive steps to maintain law and order.
According to an official order issued by the District Magistrate on January 10, 2026, prohibitory restrictions under Section 163 of BNSS will remain in force until further notice. The restrictions are aimed at preventing unlawful gatherings and ensuring peace in sensitive areas of the district.
The order, however, provides clear exemptions. Government officials on official duty carrying valid identity cards, Executive Magistrates, police personnel, members of the army and Central Armed Police Forces, and emergency and disaster response teams have been exempted. Routine movement has also been allowed for senior citizens, women, and children below 12 years of age. Individuals holding written permission from the District Magistrate are also excluded from the restrictions.
The administration has warned that violation of the prohibitory order will invite strict action under Section 223 of the Bharatiya Nyaya Sanhita, 2023, along with other relevant legal provisions related to obstruction of public servants, trespass, and damage to public property.
The order further states that any person aggrieved by the restrictions may submit a written application to the District Magistrate seeking modification, relaxation, or cancellation.
Following the enforcement of Section 163, security arrangements have been tightened across the district. Police patrolling has been increased, and forces from the CRPF, SSB, and Assam Police have been deployed to ensure strict implementation of the order. The Superintendent of Police has been instructed to issue necessary directions to all police stations.
The district administration has appealed to residents to remain calm and cooperate with authorities. Officials have assured that the accused will face strict legal action and that justice will be delivered through due legal process.
