The Assam Pradesh Congress Committee (APCC) has issued show-cause notices to three district Congress committee presidents in Assam, seeking explanations over alleged failure to follow party directives and, in one case, non-cooperation with a party consultative team. The notices were issued on December 22 and 23 and ask the district leaders to reply within two days of receipt.
According to the APCC, the notices were served on the presidents of the Bajali, Darrang, and Dima Hasao District Congress Committees, following reports of serious lapses in organisational responsibilities and violation of party discipline.
In the cases of Bajali and Darrang, the APCC stated that the All India Congress Committee (AICC) had issued clear instructions to all district units to organise protest programmes on December 21 against the BJP-led Central Government’s decision to replace the Mahatma Gandhi National Rural Employment Guarantee Act (MGNREGA) with the “Viksit Bharat Guarantee for Rozgar.” The party leadership in Assam had also directed district units to hold protests highlighting the alleged failure of the Jal Jeevan Mission in every Legislative Assembly Constituency on the same day.
However, the APCC said it was reported that no such protest programmes were organised in Bajali and Darrang districts despite written instructions being issued in advance. Citing this as “gross negligence” and a breach of party discipline, the notices asked the two district presidents to explain why disciplinary action should not be initiated against them .
A separate show-cause notice was issued to the president of the Dima Hasao District Congress Committee over alleged non-cooperation during a visit by a party consultative team to Haflong on December 20. According to the notice, the team was led by former APCC president and chairman of the APCC Election Management Committee Ripun Bora, and included senior party leaders and elected representatives.
The APCC alleged that the district president was reluctant to extend support, failed to mobilise party workers or organisations for the consultation, and displayed what was described as an “objectionable attitude.” The explanation reportedly offered by the district president was termed unjustified, and a strong complaint was lodged by Ripun Bora with the state leadership. The notice said such conduct was “highly unexpected” from a district committee president and amounted to negligence of duty.
All three notices were issued on the directions of APCC president Gaurav Gogoi, and were signed by APCC general secretary (organisation) Bipul Gogoi.
