Assam has reported one of its strongest achievements in recent years with a remarkable 99.96% success rate in the 4th Foundational Literacy and Numeracy Assessment Test (FLNAT), also known as the ULLAS assessment, held on 12 October 2025. This performance reflects steady progress in the state’s adult literacy programmes and points to the dedication of thousands of learners and field workers who took part in the exercise.

According to official data, 4,44,969 learners passed out of 4,45,147 who appeared for the test. Officials described the achievement as a major boost for the state’s literacy mission. Many in the education department expressed that the result shows how strongly people across districts are responding to learning opportunities provided under adult education programmes.

Senior officials also conveyed their appreciation to everyone involved in the field. They thanked the neo-literates for their hard work, and also praised the Surveyors, Volunteer Teachers (VTs), District Literacy Mission Authorities (DLMAs), State Literacy Mission Authority (SLMA), and the Directorate of Non-Formal and Adult Education for guiding the entire exercise. Many officials said that the success has been possible because of the commitment shown at both community and district levels.

The district-wise report also presents a clear picture of how different parts of the state performed. Several districts recorded 100% pass percentages, including Bajali, Barpeta, Biswanath, Bongaigaon, Cachar, Darrang, Dhemaji, Dima Hasao, Goalpara, Golaghat, Hailakandi, Hojai, Jorhat, Karbi Anglong, Kokrajhar, Lakhimpur, Majuli, Nalbari, Sivasagar, Sonitpur, South Salmara, Sribhumi, Tinsukia, Udalguri, and West Karbi Anglong. These districts showed a full pass-out of all candidates who appeared.

Some districts came very close to achieving full success. Baksa recorded 99.94%, Jorhat posted 99.84%, Kokrajhar stood at 99.83%, and Kamrup (Metro) recorded 96.14%. Kamrup (Metro) was the only district where a comparatively lower percentage was seen, though it still reflected a strong performance by most learners.

In districts such as Dhubri, Dibrugarh, Nagaon, Morigaon, and others, thousands of male and female learners appeared. Data shows balanced participation from both genders across most districts. Several places like Cachar, Golaghat, and Nagaon recorded particularly high numbers of candidates.

The report also reflects that only 179 learners across the state have been placed under the “needs improvement” category, a small figure compared to the large number of participants. Officials said that these learners will receive support and follow-up help to improve their skills in the coming months.

The overall target for Assam under this round of FLNAT was 4,70,604 learners, and 4,45,147 appeared in the test. Officials said the turnout itself reflects the increasing trust in adult literacy programmes and the determination of learners to build strong reading, writing, and basic numeracy skills.

Many education workers on the ground shared that this year’s progress also highlights stronger community participation. In several districts, teachers and surveyors helped learners prepare in small groups, often going house-to-house to ensure regular practice. Local volunteers also played a key role in motivating older learners who had earlier dropped out of the programme due to work or family responsibilities.
